Exchequer (National Lottery) Act 2024
EXPLANATORY NOTES
This piece of legislation allows Employees to take part in a free-of-charge draw for a chance to win a prize. A decent amount of employees started to share their opinions to bring in a lottery as it is a nice way to have a chance on winning some extra coins in a free way. With this in place, a National Lottery will be legislated and will allow the Prime Minister to amend the prize to credits, furni or Duty Quota points if the Exchequer Fund has an acceptable amount which would be determined by the National Security Council.

An Act to legislate provisions pertaining to the United Kingdom's national lottery.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

  1. Amend Section 6(5) of the Exchequer Act 2024 to state: 
    "5. The Chancellor of the Exchequer shall maintain the National Lottery, which is herein referred as "the Lottery" in this Act.
    1. The Lottery shall occur once a week.
    2. Any employee of the United Kingdom may pick a ticket with a number that is not picked by another person, and may be between a range defined by the Chancellor of the Exchequer.
      1. Any member who has been legally issued a strike cannot receive the winnings and will be skipped over until a new winner is determined.
      2. Any member who has populated the UK headquarters for at least 180 minutes within one week shall be permitted another entry for that week.
      3. The aforementioned range must be higher than double the amount of accounts created on the website, which can be checked on the Global Transfers webpage.
    3. The prize for the winning ticket shall be determined and publicly announced by the Prime Minister or the Chancellor of the Exchequer.
      1. The only prizes allowed are Habbo credits, Habbo furni or Duty Quota points, but not two of these or all three of these simultaneously.
        1. If the prize shall consist of credits, the lottery shall be funded by coins currently in the Exchequer.
          1. The limitations for the minimum reward shall be 30c and the limitations for the maximum reward shall be 100c.
        2. If the prize shall consist of furni, the lottery shall be funded by furni donated to the Exchequer.
          1. The limitations for the minimum reward shall be furniture worth 30c average in the Habbo Marketplace and the limitations for the maximum reward shall be 100c average in the Habbo Marketplace.
        3. If the prize shall consist of points, the Ministry of Technology shall be responsible for ensuring the necessary tools are on the website for the Prime Minister, Deputy Prime Minister and Chancellor of the Exchequer to reward points to the winning ticket.
          1. The limitations for the minimum reward shall be 60 points and the limitations for the maximum reward shall be 200 points.
    4. The winning ticket number is final and the decision may not be altered.
      1. If a winning number is not occupied by a current employee, the number shall be redrawn until a ticket held by a current employee is drawn, and that number shall be declared as the final winning ticket.
    5. The lottery may be terminated or suspended from using credits as a prize for a period of time if, for any reason, the Royal Family, the Prime Minister or Chancellor of the Exchequer sees that it should be, or if the Finance of the The Majesty's Treasury Ministry is low and cannot fund the Lottery.
      1. 'low' shall be determined by the National Security Council.
    6. The Chancellor of the Exchequer shall determine an external method to operate and maintain the Lottery, in the event that the website features are not able to run the aforementioned provisions properly."
  2. Amend Section 7(2) of the Exchequer Act 2024 to state:
    “2. The Chancellor of the Exchequer may, via regulation, amend Sections 2-6 of this Act.”
  3. Omit Section 7(3) of the Exchequer Act 2024.
