The FCDO is charged with the following key responsibilities:

  • International partnerships: Establishing and maintaining strategic partnerships with key users and organisations to enhance virtual diplomacy, collaboration, and roleplay experiences.
  • Crisis management: Coordinating responses to virtual crises, conflicts, and emergencies to safeguard the interests of the United Kingdom.

The United Kingdom  - Terms of Alliance

An organisation seeking to form an alliance with the United Kingdom must meet the following requirements:

  • Must have attained at least two hundred and fifty (250) members on the central group badge for new recruits and employees (i.e. “Agent ID”) unless otherwise specified.
  • Must have a consistently populated group headquarters.
  • Must have an active base of high ranking and low ranking employees.

Terms and Conditions of an Alliance

This Alliance Agreement (the "Agreement") is formally established as of [Date], between the United Kingdom Government, herein referred to as "the United Kingdom," and [Name of Organisation 2], herein referred to as "Organisation 2."

1. Purpose of the Alliance

a. The primary objective of this alliance is to cultivate a robust framework for cooperation, collaboration, and mutual assistance between the United Kingdom and Organisation 2 within the virtual realm of Habbo Hotel. Both entities commit to working synergistically with a shared commitment to common goals and objectives.

2. Terms of the Alliance

a. Duration: This alliance shall be deemed effective as of the date first inscribed above and shall persist until terminated by either party, with a due notice period of [30] days.

b. Mutual respect and conduct: While at the United Kingdom headquarters, all allied members must adhere to the Habbo Way and the United Kingdom’s rules, which include but are not limited to respecting United Kingdom employees, veterans, persons of importance, and members with exclusive status (e.g., Diplomatic ID, Former Prime Minister ID). Prohibited actions encompass "raiding," "spamming," "trolling," and the use of explicit language or racial remarks.

c. Communication: The allied organisation must maintain regular and frequent communication with the United Kingdom's Foreign Office and Foreign Secretary.

d. Privileges for high-ranking members: Allied high-ranking members have the privilege of obtaining the "[UK] - Diplomatic ID" and attending official United Kingdom events and celebrations. Additional privileges include admission to the "VIP" area of the United Kingdom headquarters, provided the allied member possesses a valid and exclusive group badge indicating their respective status. A valid group badge in this circumstance shall be taken to mean a group badge created and owned by the highest member of the allied establishment who also owns the organisation’s headquarters (i.e. “Owner”, “Founder”, etc.). An exclusive group badge in this case shall be taken to mean a locked group only attainable through selective admission (i.e. A high ranking member accepting people to the group). 

3. Responsibilities of each organisation

a. Collaborative projects: The United Kingdom and Organisation 2 may engage in collaborative projects, events, or activities subject to mutual agreement on terms and conditions governing such collaborations.

b. Non-interference: Each organisation shall refrain from intervening in the internal affairs or operations of the other, maintaining autonomy in managing members and resources.

c. Prohibition of aggressive acts: Allied organisations must not commit, endorse, promote, or approve acts of raiding, trolling, or any other egregious acts towards the United Kingdom or its fellow partners. Affiliation with organisations that are committing such acts is also prohibited.

4. Conflict resolution and termination

a. Amicable relationship: The alliance shall establish an amicable relationship of support and friendship, necessitating regular and healthy communication. Any conflicts must be resolved amicably.

b. Termination process: Should an amicable resolution prove impossible or untenable, both parties shall agree to terminate the alliance either immediately with a mutual agreement or within 30 days given a one sided termination. 

c. Breach of terms: If an allied member breaches the terms, the allied group must cooperate with the United Kingdom in determining appropriate repercussions for the individual perpetrator.

5. Alliance policies and flexibility

a. Policy alteration: Individual agreements shall remain unaltered unless mutually agreed upon by both parties.

b. Right to terminate: The United Kingdom reserves the right to end an alliance agreement if terms are not met, violated to an extent making resolution impossible, or if the alliance becomes untenable.

6. Alliance transfers and personnel policies

a. Transfers: The United Kingdom may accept a transfer from an allied organisation expressing interest in joining, subject to additional terms.

b. Personnel restrictions: The organisation must not hire or entertain individuals listed on the United Kingdom's National Punishment list.

7. Right to recede

a. Allied groups have the right to recede from an alliance agreement with the United Kingdom at any time for any or no reason with given notice. 

8. Confidentiality and amendments

a. Confidentiality: Both organisations commit to maintaining confidentiality during the alliance term. Disclosure of shared information without consent is prohibited.

b. Amendments: Any amendments to this agreement must be documented in writing and require mutual consent from both organisations.

9. Governing law and jurisdiction

a. The governing law of this agreement shall be determined based on the venue of the transgressions unless specifically referenced otherwise in this agreement. Disputes arising from or related to this agreement shall be resolved through diplomatic negotiation and, if necessary, in the competent courts of the relevant jurisdiction.

10. Visiting base and collaboration protocols

a. In the course of visiting the base of the other organisation, all members and representatives of the United Kingdom will adhere to the rules, laws, and regulations established by the hosting organisation. In instances of joint collaboration or engagement within neutral spaces, each organisation shall uphold its own rules, laws, and regulations.
