EXPLANATORY NOTES
This bill establishes The Majesty's Treasury Ministry, duty quotas, payment, rewards, monetary allocation and options for revenue.

TO


Establish The Majesty’s Treasury Ministry; to make provisions for monetary revenue and payment, the National Financial Register, payment and rewards and duty quotas; and for connected purposes.

BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1     The Majesty’s Treasury

  1. There shall be The Majesty’s Treasury, which shall be a ministerial department, consisting of—
    1. the Chancellor of the Exchequer (5iC), who shall count as a Secretary of State;
    2. the Exchequer Secretary to the Treasury (6iC), who shall count as a Minister of State;
  2. The Majesty’s Treasury shall be responsible for—
    1. overseeing and managing the finances of the United Kingdom;
    2. overseeing the National Financial Register;
    3. overseeing revenue to the United Kingdom and developing ideas to raise revenue;
    4. overseeing the monetary allocation;
    5. overseeing and issuing payment and rewards to the employees of the United Kingdom;
    6. overseeing and managing duty quota system;
    7. discharging any other duties assigned by the Prime Minister or by statute law.

2     National Financial Register

  1. The National Financial Register shall be a document detailing the revenue, expenditure and assets of the United Kingdom, consisting of—
    1. the Asset Registry, which shall be public record containing—
      1. the group registry;
      2. the room registry;
    2. the Exchequer Registry, which shall be public record containing—
      1. the current total amount of credits in the Exchequer;
      2. all actions, whether deposits or withdrawals;
      3. the date of said actions;
      4. the names of the people who requested said action;
      5. the reason(s) for said action;
      6. the amount of credits changed in said action;

3     Revenue

  1. The Majesty’s Treasury may receive donations from people, which shall be unconditional gifts to the United Kingdom.
    1. Donations shall be defined as—
      1. ten (10) or more Habbo credits;
      2. any Habbo furniture;
    2. Donations in the form of Habbo furniture may be sold on the Habbo Marketplace.
  2. Fundraising schemes may be established by primary legislation or by the Chancellor of the Exchequer via regulation.
    1. Fundraising schemes may establish rewards, special access or special benefits to members who purchase these, and may, where explicitly required, allow for the waiver of provisions of statute law.

4     Monetary Allocation

  1. Every employee shall be entitled to submit monetary allocation requests to The Majesty’s Treasury, containing the following:
    1. Their habbo name;
    2. The amount of credits they request;
    3. The purpose of their monetary allocation request;
  2. The Chancellor of the Exchequer shall determine whether to approve or decline the monetary allocation request.
    1. Monetary allocation shall only be granted for purposes relating to the employee’s work in the United Kingdom.

5     Duty Quota System

  1. The United Kingdom shall operate on a duty quota, to be managed and overseen by The Majesty’s Treasury.
    1. Duties and tasks shall be assigned a number of points per repetition by The Majesty’s Treasury in cooperation with the leadership of the branch.
  2. Employees shall be responsible to file and report the duties they have completed on a space designated for it by the Chancellor of the Exchequer.
    1. In order for a duty quota submission to be valid, the employee requires at least one (1) higher-ranked employee to confirm the duty.
    2. The Majesty’s Treasury shall be responsible for accepting or declining duty quota submissions, but other employees with an iC-designation of six (6) or higher may also accept or decline.
  3. Branch leaderships shall establish a required quota which must be reached by members of said branch each week.

6     Payment and Rewards

  1. The Majesty’s Treasury shall distribute payment and rewards to the employees of the United Kingdom.
  2. Payment and rewards shall correlate to the employee’s duty quota points, and The Majesty’s Treasury shall be charged with establishing a conversion rate between duty quota points and credits and rewards or other forms of payment.
  3. Employees who consistently accumulate high amounts of Duty Quota points shall be rewarded an amount determined by The Majesty's Treasury and the employee's branch leader.
    1.  An honorific badge shall be granted to the top achiever in recognition of their outstanding accomplishment.
      1. The honored individual shall have the privilege of membership and to wear a designated badge, symbolizing their distinguished achievement, within the headquarters following their recognition.
    2. Each month, The Majesty's Treasury shall select one (1) member from each branch as a recipient of Exemplary Service. 
      1. Employees must have had continuous employment for fourteen (14) days and must not have any active disciplinary actions currently in effect.
      2. The Majesty's Treasury will oversee and determine the top employees with recommendation from the Leaderships from each branch.
      3. The selected Exemplary employee shall be granted bonus credits up to a maximum of 100c and an additional 31 days of Habbo Club (HC) box.
  4. Each month, the top two employees who contribute significantly to education and training shall be recognized and rewarded for their exceptional commitment to educating and training within the branch.
    1. The individual securing the first position shall be granted bonus credits up to a maximum of 80c and an additional 31 days of Habbo Club (HC) box in recognition of their dedication, hard work and unwavering commitment to excellence.
    2. Second-place shall be awarded a secondary bonus of credits up to a maximum of 60c.
    3. A minimum of 5 trainings/ECATs must be conducted in order to be eligible.
  5. Reward schemes may be established by primary legislation or by the Chancellor of the Exchequer via regulation.

7     Amendments

  1. The Prime Minister may, by regulation, amend sections 1, 6(3) and 6(4) of this Act.
  2. The Chancellor of the Exchequer may, by regulation with approval of the House of Commons, amend sections 2–5 of this Act.
  3. The Chancellor of the Exchequer may, by regulation, amend sections 6(3) and 6(4) of this Act.
